With the police as the lead agency, the Tactical Narcotics Team, which includes other city as well as state and Federal law-enforcement agencies, has confiscated 10 buildings under a Federal law that allows the Government to take properties from landlords who fail to act on complaints that their buildings are being used for narcotics trafficking.

The police also confiscated 59 motor vehicles, including those of people who were believed to have come into the area to buy drugs, and 97 firearms.

Inspector O'Boyle, who set up a citywide anti-crack unit several years ago and recently headed the Queens borough narcotics effort, said reaction to the program from elected officials and community officials in Queens has been 'excellent.'

'When I was out there I was delighted to learn that the communituy saw a change and was happy with what we had accomplished,' the inspector said.

Commissioner Ward said the target zone was set up in the two precincts in northeastern Manhattan because 'a substantial amount of narcotics' was being sold there, 'particularly heroin, probably more than in any part of the city.'

The 117 members of the new TNT operation, who were closely screened, include experienced anti-drug officers from police narcotics division districts and patrol officers who were 'highly regarded' in previous assignments, Inspector O'Boyle said. The positions they left will be filled, in part, through shifting other police officers, he said.

Inspector O'Boyle, who is 51 years old, operated the citywide anti-crime unit out of one of the new TNT precincts, the 23d. He was promoted in July and is expected to set up the other TNT units, Police Department sources said.

The new TNT operation in East Harlem has 14 units, each consisting of two undercover officers and five backup investigators supervised by a sergeant, the inspector said.

As in the Queens operation, one undercover officer makes the 'buy' and another, called a 'ghost,' watches the purchase from a distance and then calls for the backup investigators to make the arrest. On the Move

Asked if drug dealers would simply move to another area, police officials said most dealers had a territory they were comfortable with, but if and when they moved, the TNT operation would move to their new areas.

Commissioner Ward said another drug program, Operation Pressure Point, existed in the adjacent 28th Precinct, which encompasses central Harlem.

Mr. Ward started Operation Pressure Point, which saturates neighborhoods with uniformed and undercover officers, on Jan. 19, 1984.
